On 19.3. The decision of the Ministry of Culture, which granted the Publishers’ Licensing Rights Administrator, z.s. (SLPV) the authorisation to perform voluntary collective management of the property rights of publishers of press publications, has become effective.
The granting of the SLPV authorisation to exercise collective management is a major milestone for the enforcement of the rights of Czech publishers against users of the content of print publications, which include in particular large technology platforms. According to the Copyright Act, they are obliged to pay the publisher a reasonable remuneration for the use of print publications.
SLPV as a collective administrator can now indirectly represent publishers in negotiations with platforms and conclude licensing agreements on their behalf, collect remuneration for the use of print publications and distribute it fairly among the represented rights holders. The SLPV will defend the rights of publishers primarily against the operators of Internet search engine, social network, news aggregator and press monitoring services. However, in view of the rapid technological developments, in the future it will also focus on other types of services that will use the content of print publications.
